Change of Frame Leads (CoFL) are one of two types of initiation. The other being Parallel Motion Leads. In CoFLeads the shared center does not move. Thus the initiator and incorporator match the initiation of the change creating the desired output around that shared center.
CoFLs work off a fundamental equality.
If you take energy from the shared center to move yourself in towards it. Your partner gets the same amount of energy to move towards it.
If you move away from the shared center sending the energy to do so into the shared center, Your partner gets energy to move away from the shared center.
This works with any of the changes possible with change of frame.
Change of Frame Leads do not generate momentum they change the fundamental relationship with your partner. Thus changes of Pillar of Frame, Posture, Shaping, ect. all use CoFL.
While equality is the default of a CoFL it is quite easy for an initiator to maintain the balance of a CoFL while moving themselves and not their partner. This is done by relaxing their grounding enough that the shared center shifts closer to the Incorporator allowing them to move freely. This allows movements that are still associated but incorporation occurs in the frame rather then in the body of the Incorporator allowing less movement approaching zero.
This does not however allow CoFL to create larger movement in the Incorporator.
This is due to the natural association with the ground the Incorporator has while maintaining a frame. This and lack of energy requires an incorporator to break their grounding, generate energy and maintain the frame as it changes under load. This breaks multiple aspects of incorporation.
If the Leader grounds extra to prevent their movement while forcing CoF energy into their partner. This becomes a Force Lead one of the most common mistakes when starting Partner Dance.
Incorporating a small amount of parallel motion with validation done through CoFL results in a Ghost Step.
